FIFA's disciplinary committee imposed the two-game ban after determining that Quansah's challenge on Mexico's Jesús Gallardo amounted to serious foul play.
The incident was initially judged as a lesser offence before a VAR review prompted the referee to upgrade the punishment to a straight red card.
The decision means the Bayer Leverkusen defender will be unavailable for England's quarter-final clash against Norway.
If Thomas Tuchel's side advances, Quansah will also sit out the semi-final, leaving England with fewer defensive options at a crucial stage of the tournament.
The suspension comes amid debate over FIFA's disciplinary decisions after the governing body recently overturned the red-card suspension of United States striker Folarin Balogun.
Despite speculation that England's Football Association could challenge Quansah's ban, FIFA's regulations prescribe a minimum two-match suspension for offences classified as serious foul play.
Quansah's absence adds to England's growing concerns in defence. The team had already been forced to cope without injured full-back
Tino Livramento, while Reece James also became unavailable earlier in the tournament. Although naturally a central defender, Quansah had been deployed at right-back against Mexico before his dismissal.
