Delta Assembly elects Victor Ochei as Speaker, Ganagana Returns as Deputy

The Delta state House of Assembly has unanimously elected Hon. Victor Onyekachi Ochei (PDP), representing Aniocha North Constituency as the 11th Speaker of the Delta State House of Assembly.   This development has process of the election of Ochei, as the new Speaker as having been surprisingly kick-started with his nomination by none other than the member-elect representing Ika North East State constituency and immediate past Speaker and one time Acting Governor of Delta State, Hon. Sam Obi, who himself had been rumoured to be nursing a comeback and was touted as one of the main contenders for the top job.      

  Other principal officials elected to pilot the affairs of the House are; Hon. Monday Igbuya, Majority Leader; Hon. Beatrice Omawunmi -Udoh, Chief Whip; Hon. Peter Onwunsanya, Deputy Chief Whip; Hon. John Nani, Majority Whip; Hon. Julius Okpoko, Minority Leader;   while Hon. Azuka Azaka emerged as the Minority Whip.      

  The new Speaker, Hon. Victor Ochei, in his inaugural speech said he was desirous to provide the needed efficient, effective and purposeful leadership in collaboration with the other arms of government.      

  He also implored all newly elected members of the House to join hands with him to make positive impact on the lives of Deltans.  

'I am only the first among equals. I therefore crave your support, corporation and love, as a team with the collective desire and objective of bringing about development and sustainable growth, through the instrumentality of legislation.      

  Speaking further he said: 'Once again I congratulate all members of this fifth assembly, and implore all of us to join hands and work together. I must emphasize that the elections are over, and it's time for our legislative work. What is important is that we are all Deltans with collective desires, aspirations, goals and working together, we shall build the Delta State of our dreams'.      

  Rt. Hon Ochei noted that, 'The legislature is an arm of government with among other functions, the task of law making, representing the citizens, and over sighting the activities and performance of government. It is imperative to state that the principal purpose of each arm of government is to provide service to satisfy the needs of the people. Each arm of government has its functions, vision, mission and the realization of this vision is essence why we were elected.'      

  He promised that, 'In this fifth assembly, I am desirous to provide the needed efficient, effective and purposeful leadership in collaboration with other arms of government to positively impact on the lives of Deltans. To this end, God helping me, I will vigorously strive to foster a cordial working relationship with the executive and the judiciary without compromising the independence of the legislature'.      

  He then thanked the members of the 5th Assembly thus: 'You have unanimously elected me as the Speaker of Delta State House of Assembly; I thank you for entrusting upon me the leadership of the House and finding me worthy to occupy this exalted position of Speaker. Be rest assured that I will not betray this trust,' the new Speaker pledged.      

  At last, Honourable Victor Onyekachi Ochei (PDP) representing Aniocha North State Constituency is the new Speaker of the Delta State House of Assembly. He was elected on Tuesday 7th June, 2011 , in a smooth and well received ceremony at the Chambers of the Assembly in a unanimous endorsement by all the members of the 5th Session of the Delta State House of Assembly.      

  His nomination has laid all the speculations to rest and immediately it was seconded by member representing Okpe Constituency and first timer, Hon. Julius Okpoko, it became quite obvious that the matter had been settled once and for all and Ochei was subsequently returned unopposed, as the new Speaker of the 5th Legislature, of the Delta State House of Assembly.      

  Hon. Victor Ochei was born in 1969 and represents Aniocha North constituency. He attended University of Benin , Benin City , MBA (1996); University of Benin , Benin City B.Sc. Engineering (1993); WAEC (1987). He has been a member of the House since 2003.      

  Meanwhile, Hon. Basil Ganagana, PDP representing Patani constituency was also elected unopposed as the Deputy Speaker of the House. He created a record with his return to the Assembly, by becoming the longest serving member of the House as this is his Fourth term, having been first elected in 1999. He also made history with his re-election as the Deputy Speaker, which now makes him the only member in the history of the Delta State Legislature, who has held the two leading positions of Speaker (Acting) and Deputy Speaker from the first Session of the Delta State House of Assembly, to date.      

  His re-election, which came as surprise to many Delta watchers who had earlier anticipated that the position would go to the Isoko axis of Delta South this time around, only goes further to affirm the widely held speculations that the issue of the House leadership was already a fiat accompli even before the inauguration of the 5th Session of the Delta State House of Assembly.      

  In another development, the result of Burutu II constituency, earlier declared inconclusive due to security problems in the area has been released.      

  The Returning Officer, Mr. Opone Paul announced Mr. Daubry Kennedy of the Peoples Democratic Party (PDP) as winner in the last House of Assembly election.
