It is an undeniable truth that Professor Humphrey Ogoegbunam was the founder and the first Superintendent General of National Unity of and Peace Corps. From 1988 when he was called for interview by the then Directorate of Military Intelligence, Apapa Lagos, coupled with the Police clearance for CAC Incorporated Trustees Registration of the Organization in 1991and eventual certification in 1992. The first approval by the then Federal Ministry of Internal Affairs was issued in 1997 while in 2007 the approval as a registered non-governmental organization under the Ministry was granted.

During that time, the joint efforts of the pioneer members of the Corps were committed to support the founder and Commandant General whose activities in all these time were more or less individualistic. In all these times collective deliberation and decision was not fully in practice and as such internal administration and accountability was only domicile with the founder. Record keeping was very porous and uncoordinated which led to eventual discouragement of some members. This was the scenario up till 2013 when the founder relinquished power as the Commandant General on the ground of ill- health although his position as founder was still maintained.

In 2013, there was a leadership change when the founder, Prof. Humphrey Ogoegbunam voluntarily retired from the Organisation. The mantle of leadership then was transferred to a young and vibrant man in the person of Dr Chinedu Stanislaus Nneji as the Commandant General of National Unity and Peace Corps (NUPEC) having done all the needful to become a member and occupy the seat of Commandant General. As a mobiliser and tactician, he started tackling the tasks before him by rekindling the interests of some key members of NUPEC who had lost hope in the Organization. Operating on a zero account, he mobilised his personal resources to secure and furnish the present office.

Within the first four (4) months of his assumption of office and precisely on July 11th 2013, he secured the First Reading of our Legislative Bill in National Assembly through Senator (Prof.) Ben Ayade who is the present Governor of Cross Rivers State. Also in the same year he was able to pay the arrears of our Operation License fee with the Federal Ministry of Interior. The Second Reading of the Legislative Bill could not be secured due to political activities preceding the 2015 general elections of which Senator (Prof.) Ben Ayade, the sponsor of the Legislative Bill was one of the contestants for the Cross River Governorship election. It will be recalled that Legislative Bill was first Read in 2007 by Senator Nkechi Nwogu from Abia Central Senatorial District.

As soon as the 8th National Assembly was proclaimed, the Commandant General began in earnest in pursuit of the Bill being Read in the Senate. God so blessed his efforts that within the First Quarter of 2016, he had secured the elusive First and Second Readings of our Legislative Bill in the National Assembly through Senator Binta Masi Garba from Adamawa State.

The Public Hearing of the Legislative Bill was held on April 20th 2016 during which the National Assembly in its wisdom decided to merge National Unity and Peace Corps and Peace Corps of Nigeria (who were coincidentally in National Assembly for the first time for legislation) together to form the present Nigerian Peace Corps (NPC). Finally, on Thursday, November 24th, 2016, History was made as the National Assembly passed the Third and Final Readings of the Legislative Bill Establishing Nigerian Peace Corps which is now our present name. The Nigerian Peace Corps (NPC) Bill is presently in the Office of the President waiting for his Presidential ascent.

Dr Chinedu Stanislaus Nneji, having laboured so hard for the actualization of Legislative processes of Nigerian Peace Corps (NPC) is eminently qualified to be the Head the new Organization as every relevant and necessary index (Age, Academic and Professional Qualifications, Federal Character, Humility, Work Experience, Resourcefulness, Creativity, Tactfulness, massive support from all corps members etc.) favour him.

It is in the light of the fore going that the allegations of forgery of CAC certificate, CG's position highjack, extortion on recruitments and ranking of members, and other unfounded character assassination issues raised against the personality of Dr Chinedu Stanislaus Nneji are all heinous fabricated lies by those mischievous elements who felt the man has been so divinely endowed and advantageously positioned over them but of course, what will be will be.

One of the epoch making event which was achieved by Dr. Chinedu was the recently held 24years founders Anniversary and camping at NYSC Camp Kubwa, Abuja where all members of the Corps numbering about Fifty thousands (50,000) across the States of the Federation were trained in paramilitary drills and practical ethos of Mediation, peace making, peace building, Peace compelling and conflict resolution.

Prof. Ogoegbunam claimed that he has not set his eyes on Dr. Chinedu Nneji or having any dealings with him and his family members since his medical trip till that judicial committee meeting of Tuesday, 30th May, 2017’ It is a fact that both of them have been meeting on several occasions, which include:

Dr. Nneji on behalf of the organization has been responsible for the payment for the housing even at the point of being ejected from the apartment he occupies at the Games Village, Abuja.

Dr. Nneji has also been responsible for the upkeep of the founder (Prof. Ogoegbunam) and the family members.

Payment of Prof. Ogoegbunam’ Children school fees (all payments were made through cash and bank transfer).

Prof. Ogoegbunam was given an award by Dr. Nneji on behalf of NUPEC in 2015 during the celebration of International Peace Day at Abuja of which he was ably represented by the wife. Prof. Ogoegbunam’s wife and his two children also in attendance at the Public Hearing being organized by the members of the Nigerian Senate on the Nigeria Peace Corps bill held on 20th April, 2016 at the Senate Building in Abuja. The Prof. also made a statement that he agreed to absorb NUPEC members into Mr. Dickson Akoh’s Organization (Peace Corps of Nigeria). It is on record that National Unity and Peace Corps was officially registered under the Ministry of Interior; formerly ministry of internal affairs, as a uniformed paramilitary Organization, and are being supervise by same ministry till date. It is obvious now that Peace Corps of Nigeria which registered under the ministry of Youth and Sports does not have the capacity to absorb the National Unity and Peace Corps based on their operations.

The questions arise;

Where was Prof. Humphrey Ogoegbunam during the legislative processes in the National Assembly? Was Prof. Ogoegbunam aware of the renewal of the Corps’ Operational license for four (4) years in arrears by Dr. Chinedu Nneji? Members of the National Unity and Peace Corps (The Mediators) under the leadership of Nneji have all been trained and educated on the importance and need to be patriotic, law abiding and to eschew every attitude contrary to their profession as peacemakers. This informed the reason why there had been no case(s) of any confrontation with anybody or members of the existing security agencies let alone having legal tussles with any individual or institutions. These and many more successes have been reliably achieved by Dr. Chinedu Stanislaus Nneji, a professional and chartered mediator who has been seen as a good model and mentor of peaceful living. His reward should be to meritoriously head leadership on the agency: Nigerian Peace Corps and not to be blackmailed by those who perceived him to be a threat to their selfish aggrandizement.

It is therefore advised that members of the public and stakeholders should disregard, in its entirety the unfounded allegation of extortion and forgery were simply fabricated.

Inasmuchas i salute the undiluted wisdom of the National Assmbly in merging NUPEC and PCN,i still wish and pray that merit be enthroned other than mediocrity. For the best and im interest of Nigerian Peace Corps(NPC) the baby agency,Dr.Chinedu Nneji has been proved outstanding,proactive and seasoned to pilot the leadership affairs in other to achieve the desired goals as stipulated. I always appreciate what God did for bringing Dr. Nneji to be the Head Of NUPEC since then till date no one deserve to head the NIGERIAN PEACE CORP except him, he has all it takes as a leader cause all the fingers of success point at him, let not the FGN, make a mistake of appointing a warfull leader. Dr Nneji is a peaceful man unlike his counterpart, Dickson. Dickson has publicly shown himself to be an extremely contentious warmonger and truce breaker. He has thus made it manifest that he has nothing to offer as a leader of a Peace organization? Nneji has all the qualifications to champion Nigerian Peace Corps.

When we talk about Peace, it takes a man of Peace,who knows what is Peace, talk it, practice it,and live by it. Peace can not be found in violence,strife,arrogance, nor in dubiousness, craftiness, partiality, etc,but in the attributes of LOVE. It doesn't take sin to help the sinner. Dr.Chinedu S.Nneji have the attributes, the characters to lead such an organization, I consider him the best candidate for the Leadership of the Nigerian Peace Corps. A word, they say is enough for the wise. That's my opinion.

I just pity everybody following Nneji. This man is best described as HIJACKER...Truth will always prevail over lies. For every member following him, the better u trace back ur step the better. Nneji does not understand legislative processes and as such is playing with lives of Youth. Peace corp of Nigeria is the real owner of the Bill passed by both chambers of the national assembly. Dr .Dickson Akoh is the Man God has chosen to air the voices of the youth. Nneji for the sake of your own children too, tell every youth you have long deceived THE TRUTH. broda its not about who is the true owner of the bill or who is not. we at nupec are not claiming to be the owners of the bill as well, but lets tell ourselves the truth, d bill signed was neither pcn nor nupec, it was an almagamation of both thereby giving birth to the nigerian peace corp. now our prayers as youths and members of this organisation should be that non of us should be left out when d bill is finally made a law. its high time we grow up and accepts our difference and embrace peace as thats what we stand for.

Dr Chinedu's bill did not pass through the house of Rep at all, that is the origin of his problem. Senate wanted or already merged the two bills (PCN & NUNPEC) because they have similar objectives but NUNPEC was later expunged during harmonisation between the Senate & Rep when the house of Rep aver that they never had any bill called NUNPEC & as such Senate can not force it on them.

Please let's stop f**ling ourselves here, NUPEC and PCN were actually expunged and harmonized by the senate committee on judiciary and then replaced with NPC. For some of your who have shallow brains, please note that the Senator(s) has the right to present a bill and if undergoes the necessary process and passed it automatically becomes a law after presidential assent or senate override. So don't be f**led by any greedy and evil minded fellow out there deceiving u that the bill passed was for one particular organization just to escape mob action from those he has extorted of their hard earned money. Wise youths please beware of the continuous deceit from one Akoh who claimed to be helping the youth, he is just socking u dry. Well soon the truth will be unveiled. Dr. Dickson Akoh is the only person that trying for the bill and we know as CG NPC. so, stop campaigning for some one else. the only thing we are now expecting from FG is for mr. President to asent the bill so that Nigerian youth will have something doing. let's stop campaigning for some one who bill was not pass by the house of Reps neither Senate's. those of you campaigning know the different b/w (Nupec and Pcn) according to the Senates which bill was pass? Which is y pcn bill has precedence ova nupec's bill bcos it was sent 2 d national assembly b4 nupec's bill. Dere are 2 chambers of d national assembly upper house (senate) & lower house( house of reps) in d senate pcn bill was slated 4 adoption but attention was drown 2 anoda bill wit similar objectives which is d nupec bill & d senate decided 2 merge it 2geda in order 2 b passed as NPC, but in d house of reps, pcn bill was only adopted as dere was no bill b4 dem called nupec & since d senate cannot force deir position of merging d 2 bill on d house of representatives, d only option is 4 dem 2 remove d nupec bill dey merged wit pcn during deir adoption & take d position of d house of reps. by only adopting pcn bill like d house of reps did so dat d both can both achieve an harmonized bill but at d same time dey provided an avenue, where nupec officers who are age qualified can b assimilated in2 d recently passed pcn bill after proper training & orientation which wen assented 2 wud be called NPC. So y is nupec changing deir name 2 NPC wen deir bill is still intact & not yet established in2 law neither hav dey been assimilated in2 d recently passed pcn bill 2 b establish as NPC after presidential assent or senate overide. Stop issueing ur officers NPC id card which does not yet represent ur agency, issue dem nupec id card 4 d sake of clarity, only d Government wud issue NPC id cards 2 officers under d new ministry its allocated 2 which is d ministry of defense and dat is after presidential assent. So pls stop f**ling ur officers nneji & let dem know dat both u & dem wud still go 4 training & orientation b4 been assimilated in2 d newly passed pcn bill 2 b established in2 NPC after assent so dey wud stop sewing uniform which wud in d long run b useless. Dere are 2 chambers of national assembly, senate & house of reps senate decided 2 merge pcn's bill sb173(titled 'NPC' ' Nigerian Peace corp') with nupec's bill sb183(titled 'NUPC' 'National Unity & Peace Corp') but house of reps. didn't cos dey never had any bill b4 dem called nupc and senate can not force dem 2 merge wat dey don't hav b4 dem wit d pcn bill dey have b4 dem hence d senate decided 2 adopt d position of d house of rep by adopting d NPC bill introduce 2 dem and d house of rep. by akoh's pcn which is sb173 wit d title ' Nigerian peace corp' which means nupc's bill sb183 was no longer merge with sb173 during adoption by both chamber of NASS. So 4 clarity sake it was merge in d senate initially in d form sb173 & sb183, but in d house of rep. Dey only have sb173, since both house have 2 settle on one, d both house decided 2 adopt sb173 (which is d position of d house of reps.) and not a merger of sb173 wit Sb183 as it was initially done in d senate. Hence sb183 bill was removed during NASS final adoption and is still intact at d floor of d senate & is not yet passed or adopted by d NASS and deir is no where it is establish in2 law or provision made 4 it in d constitution and in all likelihood won't since dey provided an avenue where nupec officer as well as other youths interested in 'NPC' can b join d corp after a mandatory 4 weeks training & orientation provided dey fall within d of 18 & 35.
