The British Embassy in Cairo is seeking short-term in-country expert education advisory support. This call for proposals specifically seeks a motivated and self starting education expert to help drive the establishment of a new and innovative education programme. The successful candidate will be expected to act as a credible champion for change with education financing donors and the Egyptian Government, engaging the private sector to develop and expand their own solutions and leading the UK’s broader work on education and skills. S/he will be expected to contribute to the process of education sector reform in Egypt through improving the Government’s formulation of education policy through technical advice to Government and through select initiatives outside Government.

Main Deliverables

This will entail up to 45 working days (in-country) of specialist education advice delivered to the embassy under the guidance of the Ambassador. This will include convening three workshops on the following themes. Each workshop is intended to convene key stakeholders, experts and policymakers in the respective areas:

Workshop 1: Egypt’s teacher training pipeline and maximising quality.

Workshop 2: Engaging with and stimulating non-state approaches.

Workshop 3: Initiatives and experiences on early childhood education

For each of the three workshops, we expect the consultant to:

Scoping

Use existing Embassy relationships to identify the key participants, and agree an invitation and speakers list with the embassy.

Delivering

For the Cairo based workshops, arrange a convener, arrange all logistics, book the venue, provide materials and take feedback from participants.

Post Delivery

Compile and share an activity completion report which captures quantitative feedback from course participants. Proactively identify other opportunities to communicate the impact of the work.

Selection Criteria

The selection process will be based on merit, and will select the most appropriate firm. Scoring of applications will be based on the following scoring methodology and criteria.

The maximum available budget is £75,000 (all proposals above this will be discarded). Proposals should include budgets in Pounds Sterling.

Acceptable 3 Satisfies the requirement. Demonstration by the bidder of the understanding and evidence in their ability/proposed methodology to deliver a solution for the required supplies/services.

Minor Reservations 2 Satisfies the requirement with minor reservations. Some minor reservations of the bidder’s understanding and proposed methodology, with limited evidence to support the response.

Serious Reservations/Non compliant 1 Satisfies the requirement with major reservations. Major reservations of the bidder’s understanding and proposed methodology, with little or no evidence to support the response. The response may be deemed non compliant.

Unacceptable/Non compliant 0 Does not meet the requirement. Does not comply and/or insufficient information provided to demonstrate that the bidder has the understanding or suitable methodology, with little or no evidence to support the response. The response may be disqualified as non-compliant

Bidders should submit the CV of the Education Advisory Expert. Please outline the experience and qualifications that the Key Project Staff deployed under the Contract would possess. 3 Pages Max 30

Financial proposal, and value for money

Provide a fully itemised total fixed price for the duration of the project. See excel attachment 25

How will you ensure that value for money (VFM) is evident in your proposal and delivery and that effective governance is present? See excel attachment 5

Timing

The execution of activities should be carried out between August and October 2016. We anticipate the workshops will be carried out in September. It is expected that all final reports will be made available by end October 2016.
