A Communique Issued At The End Of A Joint Meeting Between The Movement For The Survival Of Niger Delta Indigenes, Mosundi, Civil Society Groups And Militants On Amnesty Pipeline Surveilance As It Affects The Niger Delta In Akwa Ibom State On Friday, 17th

PREAMBLE:
Following the visible exclusion of the people of the Niger Delta on the surveillance of oil pipelines and other events in the area, the President cum Coordinator of the Movement for the Survival of Niger Delta Indigenes, (MOSUNDI), Prince Samuel Amaiwo, convened a one day meeting of some stakeholders as indicated above in Akwa-Ibom state last Friday and came up with the following resolution:

( 1) That the Niger Delta, as the proverbial cash Cow of the Federal Republic of Nigeria, sustaining more than 80% of the nations income, should be a thing of the past as the oil producing communities now have to fully own their natural endowments including the black gold.

(2) Thanked all Traditional rulers, Chiefs, Elders and people of the various ethnic nationalities in the Niger Delta, for their steadfastness in ensuring the peace and unity of the people of the area despite the refusal of government to assist or empower them.

(3) That after a holistic review of the implementation of the Amnesty programme by the President Buhari led administration, which has short-changed majority of the ethnic

nationalities resulting in abstract poverty and annihilation, noted that this is so because those who framed the amnesty programme, were not allowed to implement it.

Therefore, the programme which has been lopsidedly implemented thereby causing its failure, should be disregarded and discontinued unless the authors of the amnesty programme are involved in its implementation.

(4) That the various oil companies carrying out business in the Niger Delta, are extra-ordinary neighbours failing in their corporate social responsibilities to their host communities and should be treated as enemies to progress.

(5) That the government should do everything possible for the peace of the Niger Delta region without trampling on rights of innocent citizens in the area, considering the current volatile situation in the oil rich area.

(6) That Government must of economic necessity, re-award and restructure the pipeline surveillance contract on the basis of ethnic Nationalities on configuration so that all communities will take over the security of the pipelines criss-crossing their communities with ex-agitators and civil society to make-up the vanguard of the security of the pipeline.

(7) That for peace to reign in the Niger Delta and success of the Amnesty programmes' pipeline surveillance contracts, the following should be adhered to by government:

(a) The federal government must separate the office of the Special Adviser to the President on Niger Delta from that of the office of the Cordinator of the Amnesty Programme.

(b) Government in furtherance of peace in the entire country, must retain retired General Paul Boroh as SA to the President on Niger Delta.

(c) That Dr, Felix Tuodoloh who is the author or framer of the Amnesty programme, should be appointed as cordinator of the Amnesty Programme because he understands the morky nature of the terrain and serve as a bridge between government and youths of the Niger Delta.

(8) That government must as a necessity, obey court orders with regards to the detention of Dr. Nnamdi Kanu and others who have been offered temporary freedom by the Courts of Law.

(9) That government must allow the courts to determine the fate of Chief Government Ekpemupolo also known as "Tompolo" as information so far received, indicates that his matter is contractual and not criminal and should therefore be seen as a civil matter.

(10) That government should re-open the Maritime University for the 2015/2016 academic session and adequately fund the Petroleum Training Institute, (PTI), Warri and the Petroleum University all in the Niger Delta.

(11) That government must carry out a total clean-up of the entire Niger Delta affected by accumulated oil spills instead of on piece meal cleansing basis.
