ABOUT THE DPO THAT RAPED A FEMALE DETAINEE.

Recent news indicate that a male DPO on Lagos Island summoned a female detainee into his office at the unholy hour of 10pm, raped her, threated to send her to prison or even kill her if she told anyone, then instructed an inspector under his command to extort a sum of N10,000 from her before her release! Unlike several other ladies raped by this libidinous cop, this particular lady demonstrated uncommon courage by blowing the whistle on this cop and bringing the matter to the attention of his superiors. But to perfect legal action on this matter the lady requires a medical report....expected to be written on a piece of paper issued by the same police authorities authorities....dubbed a police report. If I was approached by the raped lady as a doctor, I would simply have issued her a medical report written on my letter-head. A good lawyer should be able to summount the dogma that such report be written on a police -issued piece of paper. Time is of extreme essence in rape cases....between the actual time of the incidence of rape and examination by a medical examiner.....lest vital evidence may be lost or blunted. Vaginal and perineal bruises....semen in vagina.....fluid or dried on perineal skin....strands of hair of culprit...blood stains....on body....on clothes....torn clothes....evidence of struggle and physical violence....evidence of penile penetration. All the time expended in chasing the police report may blunt out all these sources of evidence! To say the Nigerian Police is useless is a gross understatement....addicted to bribes....committed to extortion....swooping on citizens at bus stops and killing them off or perhaps selling them....whole....or in parts to ritualists. Boko Haram has a field day today because citizens are afraid to give info for fear of betrayal by policemen. They know they are useless. They have no wish to change. They have been rapists for eons. The raped lady was lucky....not to have been killed extrajudicially.....and passed off as an armed robber....a "lapse" the DPO now surely regrets!
